THE UK GOVERNMENT is appealing to the technology sector to lend a hand in its fight against terrorism, as well as make some money selling security tech to other countries, of course.
A Home Office paper released today, The United Kingdom's Science and Technology Strategy for Countering International Terrorism, creates just the right amount of fear to rally tech-savvy corporate volunteers to its cause.
It points out that terrorists use modern technology to spread propaganda, raise funds, recruit new adherents, plan and coordinate physical attacks and carry out cyber attacks.
"The UK is increasingly reliant on networked communication, but the very open nature of our digital infrastructure makes it vulnerable to attack. The exploitation of advances in technology by both terrorists and organised crime groups will inevitably create challenges to our national security," rumbles the report, signed off by Admiral the Lord West of Spithead, who is the UK's security minister and not a Monty Python character.
There is also an admission that the rapid pace of change in technology plays into the hands of nimble terrorist groups rather than lumbering state security bureaux.
"State organisations can be constrained by their decision-making processes and by security and commercial factors," says the report, which roughly translates as, if only the Treasury would give the security wonks more cash instead of spending it on national healthcare, citizens would be so much safer.
But then comes the money shot, the real reason for getting tech firms and university departments to dream up new anti-terrorist schemes:
"The market for counter-terrorism science and technology is more fragmented than many others, especially in comparison to the Defence market. Getting this right in the domestic counter-terrorism market will also help to stimulate an international market in security products for UK industry and academia."
Well, creating a climate of fear at home is all very useful when it comes to controlling the populace, but how much better to make some money from other countries' need to spy on their citizens while you're at it. µ

Do Governments heed Third Party Advice and Offers or do they just Invent and Listen to their Own? Do they need to be reminded with another Catastrophic Markets Crash, for they are certainly Bankrupt of Any Novel and Constructive Future Ideas of their Own? That would then mean that they are as Parasites in their Present Positions of Control.
Right and Proper IT help transforms terrorism. IT does not fight terrorists.... for they are facing their Own Internal Demons and Worst Nightmare Meltdown Scenarios.

I have to agree with Steve, especially where project over-runs are concerned. They seem to be ever-more exacerbated when in the public domain; despite using standards such as ITIL and other project management practices like Prince (Government backed)
