CHINESE HARDWARE MAKER Hightech Information Systems (HIS) has announced its 6570 graphics card with silent operation.
The card has an AMD Radeon 6570 GPU but unlike most graphics card it uses a heatsink instead of fans for cooling, making the card silent. The card will come with 2GB of DDR3 RAM.

HIS said, "With a silent passive cooling heatsink, the HIS 6570 Silence 2GB provides users with an improved yet noiseless computing experience."
The PCI-Express card has a low profile and supports DirectX 11 with a core clock speed of 650MHz and a memory clock speed of 1GHz. It will come with HDMI, VGA and DVI output ports supporting a maximum resolution of 2560x1600.
HIS has included AMD HD3D technology, which provides support for viewing games and movies in stereoscopic 3D. HIS said, "The cards come bundled with two low profile brackets, making the HIS 6570 Silence the perfect choice for both full-height and half-height PCI Slots." µ

It looks like if you do use it in a low profile slot &backplate you lose one of the output options, D-SUB.. I would like this except I use D-sub. Oh well. They need to tame the power budget, 1.2Kw PS are not uncommon in PC's.
Silent is the way to go. I have always loved silent display cards . Not only they make no noise , they last longer and are low or no mantainance. The best quality fans break down after some time as they attract dust and suffer mechanical failure and then electrical failure due to heat. Love to be in great era in computing where computers will be silent and powerful, no poor performing integrated graphics just because you want to avoid noise and complexity and space requirements of adding monster sized display card.
