EU calls on US to give up Internet rulership

A TOP European Union official has asked the US President, Barack Obama nicely if he would give up United States' oversight of the Internet.

According to AP, the EU's Internet chief Viviane Reding, wants links between ICANN and the US government cut. The Interweb should be monitored by an independent legal authority and a group of 12 nations that would meet regularly to discuss Internet governance and security, she said.

It is not right that a government department of a single country has oversight of an Internet function which is used by hundreds of millions of people in countries all over the world, she claims, hoping someone might pay her a bit of attention.  µ

I'm pretty sure that won't happen

In terms of investment, the US spent a lot of money developing it back in the late 50s. I don't this will happen mainly because of the money spent on DARPA.

Oh dear

Loving how many americans posted with, basically, "GTFO". All you need is a gun in the air shooting into your roof as you type and youll be all set.

Especially "Dan", The internet as it currently stands wasnt developed by the US, the US developed arpanet sure, but the current internet was developed, and is maintained by many many companies all across the world. Nobody "Owns" the internet, and its a perfectly reasonable request.

All the US now, however indirectly, controls is ICANN, which makes up a very very small, but admittedly very important function.

The EU would ruin it just like they ruin everything else

The three stooges would provide a more capable internet rulership than the EU. However, Obama's goal for the US is to model America after Saul Alinsky's "Rules for Radicals" which basically aims to destroy capitalism. Obama is turning out to basically be the second term of Jimmy Carter who gave away the Panama Canal for free. So I fully expect Obama to give up control of the internet. Anything to bring down America and impress his new friends in Cuba and Venezuela.

Why does EU REALLY want US to give up control of Internet? Not even Chinese or North Koreans have asked that. Could it be that EU thinks they actually know how to run something? Ha, that's funny!

No, what REALLY is behind the EU request? Certainly, not a sense of fairness. (Oh, sure, Mr. Hitler, you can have Czechoslovakia. - Neville Chamberlain, NOT leader of CZ) Euro-peons, especially Brits, are most conniving, under-handed, lying, cheating, larcenous blackguards. Oh the joy of being

able to do a search for 'UK only' websites and not have 25 pages of desperate US companies with little relevance to the original search anyway.
Anyway the US doesnt control the internet - just the WWW bit of it. All the free thinkers and others are off making their own semi-independent networks (sort of global intranets) for fear of having IP stolen by US interests.
Keep your RFC's safe peeps - you may need them sometime.

Hey Luke,are you a Yank,trying to rewrite history,it was Tim Berners-Lee,an Englishman,who invented the wibble.
Anyway,what the article is about,is someone in the EU,that may be suffering pangs of concience over drawing fabulous riches in the form of her salary & expenses,paid for by EU taxpayers,with the added benefit of not having to worry about the EU accounts being signed off.
In effect,she is just trying to draw attention to herself,to justify her salary,lest some corrupt EU accountant,decides that she may be a 'ghost' worker,lol.

Well, since it's been pretty dry over there since the printing press in Euro land, I guess they have to resort to suing/begging American companies since they are so behind in the 'game'. Put down the tea and crumpets or whatever you pasty buggers over there consume and LEARN TO INNOVATE. Don't like the way internet is being run, create your own, don't like the evil M$, create your own operating system, don't like Intel CPUs, don't take the rebates and buy AMD. Christ, its the 21 century, capitalism is clearly winning, get on board or get the feck outta the way!

What would the EU do differently?

Specifically, what does the EU not like and want to change? Anything important? No? Well, leave well enough alone.

The net works fine for me. The EU won't make my ISP charge less, or my link faster. The only real change would be to make it 'not work fine'. I'd prefer for that to not happen.

Please refer to ARPANET and TCP/IP. No one man developed the internet. The reason the US has this much control is because they were in a position to get it. The US didn't take fiber backbones and the Domain Name servers by force, they developed them.

Internet Constitution Needed

I'm an American and I wouldn't care if the US gave up the internet, but only on one condition, that a Internet Constitution be implemented that guaranteed the rights of it's users. This will prevent antics like the Australian government tried to pull, and not to mention what China does now. The internet has gone from being a tool of freedom for the people to a tool of spying on the people for our governments.

The Internet has become a second layer of reality to many. A sort of alternate universe where they live more and more. They order food, cloth and other stuff from the web. They do their banking, get their information, express themselves on blogs and socialize on the web. They entertain themselves with TV channel, music and video games. All this in HD, surround and at broadband speed. That's a far stretch from the 1950 slow, raw and basic information network that now is recognised as the foundation of the now much more evolved World wide web.

So now, as good evolved human being, how do we manage this on the global scale with all our other fellow human being brothers and sisters? Do we use our higher cognitive brain functions, or do we rely on the good old, archaic reptilian brain? You know, the part of the brain responsible for such evolved behaviour as: ‘’Me, stronger than you, so me, KILL you and take wife’’... That’s the part of the brain the most illustrious member of the human civilisation used over and over across history. You know, Gengiscan, Caligula, Caesar, Pol Pot, Saline and Hitler? All the kind of people you would invite over your own house for a great, warm, uplifting and comforting family dinner, right?

Judging from some posting here, we are far from being out the wood yet, and I mean literally stuck in the trees like old raging stupid apes... Me VS you, us VS them. America VS EU, my religion VS yours, my color skin VS yours... That sound like an antic old record echoing from the Neanderthal era. There is no ‘’I’’ there is no ‘’me’’ and there is no ‘’mine’’ when it come to universal issues that requires open discussion, flexibility, diplomacy and some sort of intelligence.

American invented the plane, the telephone and the nuke bombs. So let’s start shooting down any other countries planes, sever all phone lines coming out of the US territory and preventively nuke all other countries that have the nuke bombs, planes and phones. How they dare provoke us by using OUR stuff?? We made it, so you and all your descendants, forever and ever, will die before we share it... Our suggestion about the NET? There are 195 countries on this Earth, so we propose 195 exclusive networks. That’s THE solution, right???

No wonder E.T. don’t land to say hello to us... We are still so universally stupid and barbaric, we would certainly shoot it dead before asking any questions...

Yes but many like Ramon are missing the polar point as well to this. The reason the US has maintained a little control over the internet is strictly business and lend/lease of lines. Beyond that there is no control of the internet beyond any crimes done inside the US just as it is the same in China and other places. China controls their own web policy and I very much doubt they have any interest in any country from the group of 12 telling them what that policy will be. Just like we don't want China or Europe telling us what type of sites and blogs we will host, they wont want us telling them what kind of sites or blogs they will allow. Trying to govern something that just creates back doors around each country's laws or freedoms doesn't work and won't work because their society is different than ours and vice versus. This wouldn't work for the US or China or any other country for that very reason.

Bigger Picture People!

Look, the EU can only tax people so much, fine large multinationals so much (to fund gov't work, not to give back to the people who were 'harmed'), let's face it there's not a whole lot of innovation coming out of the EU, and it's not like they have a wealth of natural resources (better be nice to Russia if you want your energy).

So where is the next revenue source? Well one way would be to have mutual control over the internet, and then OBVIOUSLY setup a system of taxes on the system to fund more socialist work. You could tax the businesses using the internet for commerce, you could tax the end users...just think of the revenue possibilities.

When the wells (money) run dry, you need to start exploring new wells... what better way to start then the internet?

Oh, I'm sorry, did I burst the bubble of people who thought this was an attempt to make things better and to make sure people are 'protected' from the big bad USA?

You can blabber all you want the "request" from the EU will happen.
It is only a question of when not if...
In Europe the ISP's actually compete, say there is more than TWO providers in an area. Often 10-20. They are going to send TV over the internet something that is going to happen in 10 years time here in North America. They are developing the internet for the consumers - nothing is going on here...
So they are the new internet whoever got the original idea or did what...

I love The Cosmos series but dude, get off the soap box on this one. This isn't about territory it's about logic. Why would one entity take 100% of the risk and then offer it's control to someone that did not? Until the EU pays for all of our military and scientific research in the US I don't think it's fair that they take one successful idea.

Maybe if it were ONLY the EU

I wouldn't be opposed to giving up some controls to just Europe. However, doing so opens a can of worms whereby other--less trustworthy--countries, will want access as well. It's already bad enough I have to blacklist countries and entire continents from communicating with some of my servers. The last thing I want is some country like China having some say in how the internet functions.

I don't care about "fairness" (whatever that is supposed to be). The way it is now, ICANN does a pretty good job under US control. What we don't need is to mess it up with too many cooks stirring the broth and ruining the stew. We already know how other dysfunctional international organizations, like the UN, operate. Can you imagine a group of 12 nations babbling over how to run the internet; enforcing their political will, taxes, and version of "human rights"; and forming "coalitions" and other political crap that shouldn't be part of a technical organization?

It'll be pure hell, and I don't want the Internet I know and love to fall prey to some stupid proposal to let the "riff raff" in to ruin the party. Arrogant? Maybe. But once that pandora's box is opened it can never be closed again.

The English invented the English language - which is the basis of ASCII as well as the American Constitution ...

...so that means really the UK owns all of the history, the culture, the patents, the body, souls, minds, and DNA of all Americans!! So give us our internet back!

I guess the only thing the UK doesn't own is American freedom... -but that is owned by the French, because without them the British would still be ruling directly from the palace.

And all the latino migrants are speaking Spanish, so maybe the Spanish have a stake. Oh and nuclear weapons were largely invented by (among others) a German immigrant (Einstein the wondrous pacifist) - so I guess the Germans have a stake too.

Oh whoops - UK, France, Spain, Germany - the major powerhouses of the EU. So give us back what is already ours even while it is in your hands, which are also ours. Suckers.

(Alright, I'll concede I didn't have to say "suckers" at the end.)

Seriously, though, the US is not giving up control of the internet. Why? Because we can't. If memory serves, the significant majority of DNS servers are inside the US proper. Without those, the internet won't function. And, unless the US decides to give up sovereignty over its land, no one is getting control of the internet.

By the way, claiming that the guy who came up with HTTP invented the internet is just plain silly.

Tim Berners-Lee did not invent the internet any more than Al Gore did

Many people including me were using the internet long before Tim Berners-Lee ever founded the www as an MIT professor. The basic technology and infrastructure originated a US military project that evolved over time.

"The first TCP/IP-based wide-area network was operational by January 1, 1983 when all hosts on the ARPANET were switched over from the older NCP protocols. In 1985, the United States' National Science Foundation (NSF) commissioned the construction of the NSFNET, a university 56 kilobit/second network backbone using computers called "fuzzballs" by their inventor, David L. Mills. The following year, NSF sponsored the conversion to a higher-speed 1.5 megabit/second network. A key decision to use the DARPA TCP/IP protocols was made by Dennis Jennings, then in charge of the Supercomputer program at NSF.

Einstein did not invent the nuclear bomb in any way shape or form. The only thing he contributed was a letter to the US President telling him what one bomb could do. Despite popular opinion, E = MC2 has nothing to do with N. Weapons. In fact, there is more chemistry than physics in the creation of nuclear devices.

This is utterly wrong too! Quite aside from the fact that there's MUCH more to Einstein than one physics formula, the massive energy release during nuclear fission (in a power station _or_ a weapon) derives *almost entirely* from miniscule mass energy conversion during the chemical process!!!

Censorship and other things

I'm pretty sure that it is the Pureitans that are behind the Net Censorship in Australia. Just think if the same mob got the USA to censor the net at its heart - everyone would be affected.
If I register a web site does not some of that money go to the USA - ICANN?
Does this same not profit organisation then use its profits by giving away money to USA businesses to build a better internet.
If the heart of the internet is in the USA, does that not mean that the DoD can monitor everyone globally. I'd be sure that there is an internet version of Eshalon.
I think that internet links should be made more redundant that the rest of the world can cut the USA out of the WWW so that the citezens of the USA can stay in their myopic world.

The member of the european parliament that made this statement is an idiot.

Money from my own pay-packet keeps this retard in a job and it narks me that she is allowed to make such broad statements while knowing dick about the subject. Give her rulership of the interweb and see how long it takes her and her fellow muppets to totally fuck it all up.

There is nothing wrong with how the internet is run, and ICANN (as far as I can see) is providing an excellent service in running the DNS servers.

I've never once felt like big brother was breathing down my neck or that I was in any way restricted in my use of the net.

And if the Echelon system does exist...who cares! Out of 6bn people on the planet someone else is bound to be doing something more fucked up on the net than I am.

Essentially it comes down to this: If it isn't broke - don't try to fix it.
