THE FRENCH government has resubmitted a bill that would punish people who illegally download music and films by cutting off their Internet connections.
The bill was rejected by parliament last month but the government submitted it again yesterday. The Sydney Morning Herald has the story that rival politicians shouted down Culture Minister Christine Albanel.
If the law is rejected again, it is not clear whether or not the French government will have yet another go. We would think that three strikes and you are out would also apply to a French law that has already had one strike against it.
The law is clearly an affront to any civilised legal system, as it mandates that someone will have their Internet connection switched off just because a Big Movie or Music cartel says they are guilty of illegal file-sharing rather than a court of law.
However the government thinks that the reason it was not passed last time was more because its backers could not be bothered to show up to vote in its favour. It is expected that another vote will be taken on Tuesday. µ
If you're referring to people with a single physical cable connection which then provides their TV, phone and network access as three distinct services, then it's not difficult to simply disable one service without affecting the others.
OTOH, if you're referring to people who have ONLY a network connection and then run IP-based landline/TV services over that, then it's their choice whether to lose their TV/landline access as well, or start paying for dedicated connections for those services...
What if you currently have Phone, TV and Internet all over that one connection ?
You just lost all means of communication bar the postal service and your mobile phone...
