THE UPPER HOUSE OF THE FRENCH GOVERNMENT has rejected a bill which would have seen people accused of illegal online file sharing deprived of an Internet connection without trial or conviction.
The so called three-strikes-and-you're-out bill would have required Internet service providers to monitor user activity and punish persistent dodgy downloaders by banning them after one email warning and one written warning sent by traditional mail.
Bans would last anything from two to twelve months and opponents of the bill were particularly miffed by the suggestion that Internet outcasts would be required to continue paying for an idle connection if they wanted to return to the same ISP once the ban was lifted.
The bill, which had already passed through France's lower house, was rejected by a show of hands in a poorly-attended session today, according to Le Monde.
One jubilant objector was quoted as saying: "It's wonderful... we conducted a dog fight", but that translation relies heavily on long-forgotten schoolboy French classes with Mr Keckwick* [Urgh! Ed.] so don't blame us if it's cobblers.
Although the same bill cannot be represented, it is expected that a revised text which removes the clause about paying for suspended subscriptions will be tabled after the Easter break. µ

I couldn't imagine France actually passing this regressive law without huge riots and the government capitulating and axing the law as a response. The French people should thank their upper house for saving their country a lot of money.

Actually, the Assemblée Nationale is the lower house!
In this particular case, the process has been very complicated, with the bill going back and forth bewteen the "Assemblée" and the "Senat", and even a "commission paritaire mixte" made up of people from both houses, which explains your confusion.
That said, the bill is not dead yet, as it could go back to its pre-commission form and be voted again in the Assemblée.
This is turning into a big ugly unpopular mess and I'm not sure why the government keeps pushing it like that, especially with european elections coming.
This, surely, is a miracle befitting Easter for much of the nonsense within Western culture came from the French. It is just as well that the French Revolution left its legacy in the spirit of their “farmers” but there had to be balance even within madness.
