China to crack down on spammers

And those who hire them

CHINA'S INTERNET regulators plan to block spammers and punish parties who commission spamming, according to Huang Chengqing, secretary general of the Internet Society of China (ISC).

At a press conference, Huang explained that those who broadcast spam emails are often hired by others, so the Society will target those who cause spam to be sent and seek to benefit from it monetarily.

He said ISC has released an email client that makes it convenient for users to report spam, and that the ISC's anti-spam center will block email accounts that it confirms are used to send out spam.

The ISC wasn't explicit about how it plans to get spammers to divulge the names of backers who commissioned their unsolicited bulk emailing activities, but one can imagine that inducements might involve regaining the use of their Internet connections and possibly more coercive measures, this being mainland China. ยต

Sure they will

Hell will freeze over and pigs will fly before either the Chinese or American authorities lift a finger to impede the bottom-feeding sleazy scamming spammers. They're perfectly happy to let the e-mail system be destroyed and sit idly by, doing nothing.
