Said chairman John Timmins: "More than any other factor, the lack of availability of broadband is the prime reason why Ireland is still a nation of dialup users isolated from the rest of broadband Europe."
Further, 51 per cent of these folk on dialup don't have a flat rate Internet product and 56 per cent on flatrate packages exceeded their monthly allowance.
The average bill for the dialuppers is a staggering 34.20.
Ireland Offline called on the government to print an updated flatrate directive. Timmons warned that the country looked like it was going to be a dialup nation until 2010.
