Forrester asked more than 70 CEOs how they regarded their companies' CIOs and IT organisations.
According to Network World, which has seen the report, CEOs didn't grumble about their IT departments much, but didn't seem to think they were providing them with much in the way of "innovation".
Laurie Orlov, vice president and principal analyst at Forrester, who wrote the report said that most problems were caused by the IT department hiding its light under a bushel and not coming forward with good ideas.
Nearly a quarter of CEOs felt that their IT department would only come up with something new when you pointed a loaded gun at them.
Only a third said their IT departments "demonstrating proactive leadership for process improvement" of course no-one knew what they meant.
