JAPANESE NEWSPAPER, Yomiuri Shimbun, today revealed that Japanese Internet service providers would cut off Internet access to anyone caught illegally downloading files. If the reports are true, this would be the harshest ever measure taken against file sharers.
The newspaper claims that copyright organisations would give the ISPs the IP of any computer seen to be repeatedly downloading illegally. ISPs would then e-mail repeat offenders, warning them that if they continued to illegally download files, their connection would be terminated. If the file sharers ignored these warnings, the ISP would then be entitled to disconnect them.
It would not be the first time that such drastic measures have been discussed. Nicolas Sarkozy, the French President, is said to have debated whether to implement a similar system for French download deviants last year, but the measures were never put into practice.
An estimated 1.75 million people use file-sharing software in Japan, in order to swap games, films and music. But Japan seems intent on putting an end to it. In 2006, the developer of popular Japanese P2P network, Winny, was forced to pay $15,000 in fines for aiding copyright violation. But with these new measures, apparently agreed to by all four of Japan’s Internet provider organisations, the Japanese government will be able to punish the individual downloader too. µ

The situation is worse in France. A new law supported by the chairman of one of the leading music store chain is in the starting blocks.

A new Private organism will be granted all powers to sue Filesharers. Without control of any justice department. 

They intend to pose a bait as a catalogue of 10000 titles and warn by email everyone who has attempted to download them. The machine is built for 50000 mails per month. At 3rd warning, your connection is cut for one year in EVERY french ISP.

In fact, artist representants can now collect IP addresses in mass (they could not, before). They are currently preparing/testing their "new weapon".

Additionaly, around summer, a law ("la loi Olivennes" -Olivennes being the name of the person in charge of redacting the law, and CEO of the FNAC, a major book/CD/DVD/electronics retailer in France (now that's neutrality...)) will probably be passed, to implement measures for ISPs to contact "pirates", and if they do not stop, block their Internet connection for one to six months (of course, major "pirates" will be sued).

This is standard practise now in canada and many parts of the US you know, keep informed.
I received one of those notifications half a year ago. They said that I had to remove the files I download and that if I keep doing such activities they could stop the service. Its a cab le internet provider.
Since then I only donwload Anime with English subtitles...
