Not obscene enough

CHARLES WEBB was on a nice little earner working for Pennsylvania's Department of Transportation.

He was paid $84,000 a year to supervise 156 employees in the York County Maintenance Office.

Only he didn't do much work. According to News.com, here, he would spend his day forwarding sexually explicit, salacious and off-colour e-mails.

Most of them were penis jokes, videos of stuffed animals simulating sex, and a series of photographs of women with their breasts exposed or skirts lifted up.

After there was a complaint, PennDot had a look at his traffic over five weeks and downloaded five CDs worth of material.

Webb claimed that sending the messages was a way of boosting morale and relieve stress. His bosses didn't buy it and he was fired a month later.

Webb appealed to the Civil Service Commission which said that firing Webb was inappropriate. Instead, the Civil Service Commission ordered that Webb be reinstated and demoted to assistant highway maintenance manager without back pay.

Webb however wanted his old job and salary with back pay and claimed that the "chain of custody" of the CDs with his e-mail messages was fishy. PennDOT also wanted to get rid of him completely and so both appealed.

Now Pennsylvania's Commonwealth Court has backed the Civil Service Commission. It said that the material was not rude enough to count as obscene and although he should be demoted for all that downloading Webb should not be fired. µ

I pay taxes so this jackass can have a job. Somehow this didn't make the news here in PA??? What the HELL!
Ok I do believe that something has to be done about this - and I want to thank the INQ for actually reporting stuff that matters. Keep up the good work - you know your doing a good job when you manage to piss people off.

$84000 for surfing porn all day ? I'll be happy to take his job !
And I promise I won't send any jokes or pics to anyone. I'll be quiet as a mouse - they won't even know I was there.
Can I do that from home ?

As a tax paying pennsylvania citizen hearing this is disgusting, how can he get away with that for so long and no one to find out? Oh and HOW CAN HE BE RE-HIRED??!?!?!

What a Joke

I happen to live in York county and I'm glad to see that my tax dollars are being put to good use. I never see the state workers do anything useful, in fact the only thing I'm sure they're good at is leaning on their shovels and causing traffic distruptions.
