I'm not sure about changing language, but we could certainly trick it into believing we are in US/Canada by borrowing IP addresses with a little help from The Onion Router.

Then you can make free calls to there from anywhere in the world.

First Everyone gets to Call Canada & Us For FREE. Both Us & Canada have to pay to Call Outside of there Own Region, So Everybody Gets Same Deal PLUS, Everybody Gets Video,too. FREE if US/Canada are Callee'/Caller.

If you change your google language to English US you are able to use this...

Full Circle

We've come full circle. Kids today use their phones for nothing but text-messages, so now they can use their e-mail for voice calls.

I wonder if they will give an interface to it through voice. Does this work with linux? Your going to make me look it up and see if it can all be ran through the browser without a client installed. your mean

It works nice

The phone service works nice, and the calls in USA and Canada are free. I was going to pay Skype 2.99 a month for a similar phone service, but Google came just in time.

There was a hitch. The google phone app defaults to using headphones and a plug in mike. I had to fiddle with my Win 7 audio a bit, to turn off the settings so it would work with the built in mike and speakers on my laptop.
