To suggest that PERL is consistent is risible.

Up enough

A decent programming language should not have an update cycle of more than once every few years, it's not meant to make profit but to work and be consistent, and updates are only needed to streamline contact with newly introduced hardware or core operating system designs.
So it seems a bit silly to hint that it's not updated enough.
