The last company I worked for outsourced to India. Some of the worst crap code you'll ever see. My first and only rule of development is "If you are copying and pasting, you are doing it wrong." And these people over there did it wrond 200 times over. When the company FINALLY decided to stop with the crap and hire local programmers, the code was in such a state of disarray, it was amazing that it even worked. I'm sure there are some good programmers in India, but I bet for every good one you show me I'll find 8 who really suck.
