Philippines is a great place to visit and the people are friendlier than a very friendly thing, but corruption, bribery and political kickbacks are endemic. But then what can you expect when politicians routinely buy votes from the populace for 500 pesos a shot?
If the court case is held in a Philippine court I wouldn't give much for IBM's chances. Judges are easily bought.
IBM should sue the pants off those dirty shysters, close down all their operations in that country, and start a worldwide advertising campaign against business and vacation in the Philippines.
Pretty predictable what happened in this case. The guy at Questionix has collaborated with his best friend at GSIS to win the contract against much better bidders at a highly inflated price. Together they pocket the excess funds and go drinking and screwing whores at KTVs in Quezon City and don't do any proper work. Project falls apart, and to alleviate the heat on themsleves they blame IBM. Of course the fact that Questionix probably hadn't a clue how to actually use the software in the first place doesn't come into play. They thought they could just turn up at GSIS the morning after a night out in the KTVs, install it, and it would work. "Oh drat, it doesn't seem to work and we spent all the money on whores last night, what do we do now? Let's blame IBM, yeah!" Outcome of the case depends on which party has the most powerful friends in the judiciary.
Why should the Phil. government run an advertising campaign that tries to hurt IBM's image? It's not only juvenile, but I'm sure it's shitfull of graft and corruption, maybe trying to make IBM hand them something under the table.
And in terms of graft and corruption, the Philippines is perhaps No. 1 or 2 in Asia. So IBM, just pull out of this country run by trolls.
