Like it matters

Yet another term fuzz. Nothing to care about. Neither developers will start using these extensions soon nor compilers will improve that much before there are updates/changes again.
At the end software companies will use p2 instruction set and only DirectX or drivers might see any real benefit.
Why do they bother when even OS kernels won't get updated to fit these...

Before Bulldozer...

... there's Phenom II.

I think we all need to buy Phenom II to make sure Bulldozer even sees the light of day.

FMA3 vs FMA4

This is a serious and fundamental incompatibility and not something "any compiler can easily work around".

Basically either you can choose between not using FMA at all, only emit FMA3/FMA4, or duplicating all loops that use FMA into an FMA3 and FMA4 version. Neither is an attractive option (the Intel compiler will likely only emit FMA3). It would be best for AMD to adopt FMA3 as well, and leave FMA4 as an optional feature or future extension.

It's funny how Intel is always making false claims about how compatible x86 is compared to ARM, when in fact x86 is riddled with so many totally unnecesary incompatibilities like this.

Do you think the move was justified?
