"Black" projects

IMHO, Sylvie IS hot!

Because Intel does classified work for U.S. Government, if Sean wanted to be "in the loop" on such activities, he would have to become a U.S. citizen. Of course, it's not necessary for the CEO of a company to know what classified work they are doing, just like it's not necessary for the POTUS to know what "black" projects are being funded. It certainly isn't necessary to Congress to know, even though they approve the funding.
