If you're referring to people with a single physical cable connection which then provides their TV, phone and network access as three distinct services, then it's not difficult to simply disable one service without affecting the others.
OTOH, if you're referring to people who have ONLY a network connection and then run IP-based landline/TV services over that, then it's their choice whether to lose their TV/landline access as well, or start paying for dedicated connections for those services...
