Samsung has made good use of the current Atom N270 in their NC10 laptop. I'm not sure why the author refers to the 8-10" segment as 'too small to be much use', it's one of the best provided you can type on a smallish keyboard.
Those of us who need a high performance and low power X86 CPU today are fortunate to be able to make use of the VIA Eden ULV processors. The 500 Mhz VIA Eden ULV requires only 1 Watt under full load and only 1/10 Watt when Idle.
