ok, you said it was a fancy phone but didn't say what it was. Also, i'm not sure if these will help with the specific texting situation, but...

If it's a WinMo phone try -http://www.microsoft.com/windowsmobile/en-us/downloads/microsoft/about-voice-command.mspx, or here are reviews+ -http://www.blogcatalog.com/topic/windows+mobile+voice+command/ (look under the "Social Search" tab in blue at the bottom.

If it's an ifawn, try -http://www.macnn.com/articles/08/12/03/voice.app.for.iphone/

You can do a search specific to your phone model if it's none o those. Again, maybe those aren't the answer to voicing a text, but maybe when u read up you'll find something useful to that end.

Is there a voice command app for mobile phones?

I have a fancy schmancy phone which doesn't have a proper keypad, just a touchscreen keyboard. This means I need both hands to write a text message, or scroll for a contact to call.

I need voice command so I can write a text message without using any hands at all.

Can this skype thing do that? If not, do you know something that will?
