Lot of companies are now trying to get lease agreements with vendors rather than buy them. That way there is less expense in buying the computers and they dont have to pull their hair on disposing them. Security is a concern, but when vendors are HP, Dell etc. they have good policies for disposing / reusing PC's safely.

Citibank would be nuts to try and recycle the drives to anyone outside the company. Shred those -- it's a heck of a lot less expensive than risking the problems of a data leak.
