1 in 5 would be twice a decimation.
It is twice a decimation.

1/5 = 2/10 which is twice 1/10.
One in five as opposed to one in ten would be twice a decimation, not half.

I think you mean twice a decimation, since one in five is twice as many people as one in ten.
One-in-five is TWO decimations, not half a decimation. It's double the number of people who would go with a decimation.
