So, please tell me, should this be binary, octal, decimal or hexadecimal. Or should we just go for base 13?

The amount of devaluation or gain is substantial depending on the correct interpretation. I'd prefer a base that can do a beer translation transparently, convert it to european standards and make it friday afternoon by pressing a button.
