From my youth spent traveling though Europe, I got the feeling that a German in official position seemed to not even know the concept of joke, much less anything requiring them to actually think outside the strictest interperation of the rules.

So the fact that the authorities would overreact was kind of expected.

It is really strange in a way, as having had to do with many germans in less formal situations and have definitely not noticed any lack of humor or similar. It only seems to affect them when in official capacity.
