I think Google should go ahead anyway, but only make the European data available outside Europe. 
Since the strong Euro precludes many Americans from travelling there, it will create virutal American tourism.
Not sure if this would be legal, but if it isn't, then couldn't Americans fund European holidays by finding their picture on Google street view, travelling to Europe and suing? (Assuming U.S. streets are visible in Europe). Perhaps this would spark the growth of trial lawers in the EU -- America's last great export...

If privacy is such a concerned that google earth should be banned in the EU, why are the CCTV cameras running? Government double standard?
