From the blog in question (trivial to locate using Google and the quote given in the article) it appears that Newham "will be home of the 2012 Olympics", which presumably means that brown envelope availability has been problematic in the borough for some time already.

As for the blog content, it's all "I tried to confide in my media contacts while pretending to do them a favour and because they didn't parrot my message, I'm all upset with them". David Brent would be more credible.

Still, perhaps Wernham Hogg could help with the envelope situation...
