If the kidnappers do separate the GPS gizmo and the victim, that gives the monitoring station both an immediate red flag that something's up, and a fix on where it happened, so there's a chance of an immediate action before the kidnappers can whisk away the victim somewhere untraceable. 

Presumably if the separation's intentional by the client, there should be some way to flag that so that the alarms don't sound.
