Now, I know I didn't study English in university for 5 years, but I reckon I've got a pretty good handle on the Queen's English (as defined outside Liverpool and Manchester). With that said, I can't find anything in the above quote that I would call "piss-poor writing".

Perhaps the comment author would like to read through a few government-issued documents - that is, the Queen's government - and see if he can find any that do NOT contain piss-poor writing. £1 for every 10 documents!
"The reason this break-in caused so much disruption to the telecoms service was that the theft was of specific technical equipment – officers from Westminster CID are investigating, but unfortunately the burglar forgot to leave a card, so as yet no arrests have been made."

That, friends, is what is known as p*ss-poor writing.
Well it does make a change from the goverment or companies making it easy for thieves by leaving the odd laptop around the place!
