When Interplay sold the Fallout IP to Bethesda, they sold off all rights to sequels and such, so Bethesda have Fallout 4 and 5 in the plans already - but they retained the right to a Fallout MMO. That's not to say that Bethesda can't do one too but I find it unlikely that they'd do it given this.
