Most companies simply can't do this even if they want to. Thanks to GAAP, if you give something away to people who own a product, you have to restate your earnings on sales of the product so that some portion of the earnings aren't counted until the date of the give away.
Clearly Noctua could have charged people for this and made some extra money (as I can see most companies doing soon) The fact that they are giving it to customers makes me put Noctua high up on my list when I buy my next aftermarket cooler.
