You obviously didnt read the article in question as it doesnt point out that fat pipe penetration is far more in the sticks than it is in the cities just that there are more people currently on ADSL in the rural areas. 

Unless of course your Inqish is coming through again, and ive missed it. Even then in that case the headline is misleading at best.

The reason that ADSL penetration is less out in the sticks is that there are basically no cable operators out here, so we are forced to use ADSL, usually at far slower speeds than they can achieve in towns or cities.

So in actuality the real story is that 

"Rural britain IS actually worse off than the inner cities due to the fact that we have Less choice in connection types, slower speeds and often worse quality copper than the inner cities. We also are the last to get upgrades to the network, often have to work with congested DSLAMS for much much longer than the inner cities and will probably get fiber some time in the tail end of the next century."
