Considering how little an Atom die is, Intel should have no problem producing a LOT of them in a relatively short time. The market may be experiencing shortages right now, as is often the case with hot new products, but I don't think it will last.

The Z-series might pose a problem, though, depending on how difficult and complex is the packaging.
Supply of atoms is easily provided. Orders accepted of type Si in volumes of multiples of approx 6.0221415 × 10^23. Impurities on request provided of type Ga, As, Al, Cu, P, S and other abundant rat poisons of choice within reason.

Do you really think that this is a short supply when you can get x billion of them on one wafer.

Short supply = panic buy more likely.
