Not quite. Some of the important parts already working and are available for download from SVN. But yes, the group are programming a graphics card. This board is what is needed for the design and testing of that code. Then the tested code is used to make a cost effective ASIC graphics card. It is an important step. Want to learn? While this board is for developers, If you want open graphics, you might help out the developers by making a donation to The non profit Open Hardware Foundation (OHF). The OHF are assisting developers to purchase boards.

People who design their own hardware are truly a tech entuziasts. It is not about buying an ready-made card in a shop, plugging it into a slot, and using a ready-made software for torturing (overclocking) the poor thing and then compensating their serotonine/dopamine levels by posting a 3dmark score on some forum.
All I can think is Drive by Local IT College, put up ad for FPGA programer & kept Cage in Basement. Offer Nutriant turds in exchange for software developement.hahahaha."Cruelty befoe Punixhment."
