"Certegy said the theft did not involve any...compromise of its systems"

I would argue that whether the data was hacked, lost in the mail (wink wink) or as in this case apparently walked out of the facility a compromise did in fact occur.

And as for no harm being done to consumers- as far as he can tell- that still has to be seen. I'm sure that this guy would still feel all warm and cozy if HIS data was sold off to whomever would pay for it.
