Perhaps google realises that investing in america alone in the state it's in equals burning money (not dollars though, those are cheap to burn), they'd be better off buying spectrum in china or something.

Google could use the billion they saved to launch satellites for amateur radio service, they could not charge for the service but they could sell the phones, the only qualifications for users would be having a user license and a few restrictions on conversation content, or they could use land based antenna with same purpose but would be less global, for sure International Amateur Radio Association would become world's largest organization! ty K
