I've been importing games since the days of the NES, and modding your console has usually been the only way of getting imports to run. More recently there have been boot discs but they're a bit of a pain compared to direct booting games. 

Mod chips have plenty of legitimate uses like imports and homebrew that don't involve piracy and it's good to see that this is finally true again in the eyes of the law.

The judges over here think their purpose is to "interpret" the law, as if it's a Living document like the Bible.
