Flash for BBC, Bleah!

It's still Flash, and it's still proprietary.

Much better to have mp4.

Could still be mp4

The recent beta flash players are all supporting mp4 as a video codec.
So depending on when this is released, and what flash player it targets, its possible that the content could be mp4.
