The obvious answer to this possibility, is for USA spooks to install the appropriate data splitter(s) whilst any such link is being constructed. "Oops! We already missed five links? Well, perhaps we'll have an accidental line break or power outage. Then we can gain physical access to the link endpoints." So who is doing the repair and upgrade work? Haliburton? And who is providing security and support services? Blackwater?
