Consider how imports of expensive OIL would drop, if people commuted with these, or with Mopeds...

National Security ( and oil imports definitely are a national security issue ) might possibly be in the realm of "government", yes?

Might even be their *responsibility*?

So how come alternative commuting, bicycle segway and moped, isn't being PUSHED by them that are going to be in line for the guillotine, if history is any indication of how civilizations deal with mismanagement...
