AFAIK, the maximum compensation payable to UK soldiers wounded in the service of their country is £285,000. Dunno what other countries pay out, but it's still likely to be less than $600,000, and at that rate it'll be cheaper for the military to stick with using people.

Of course, on the other hand, government would sooner give taxpayer's money to industry rather than pay it back in wages, so perhaps the TCO isn't that much greater in the end.
