Cost of identity theft?

"The introduction of chip-and-PIN has brought the cost of identity theft down from £15.1 million in 2003 to £6 million in 2007, which is a dramatic improvement, and one of the reasons why Tesco is keen to make these improvements within a month."

I'm sorry, maybe I seem like an idiot, but are those costs the amount spent on dealing with identity theft, or committing it? Could Tesco be eager to implement the technology because they're afraid people will get smart too soon? I live in the US, so I have no experience with this technology.
