Why not use strong one way hashes? IPv4 address space is small. One could achieve the same results (and probably even more efficiently) with a decent hashing algorithm, while retaining privacy.

Probably won't happen though, that is to say that what will likely happen is that it will go through but so watered down only a homeopath will see it as anything but water.
