Net neutrality bill introduced in Canada
Only clubbing... no throttling
THE BABY SEAL-CLUBBING former UK colony of Canada is introducing legislation which will limit the amount of control Canadian ISPs can exert over their subscribers.
The New Democratic Party wants to amend the country's Telecommunications Act to stop network operators tinkering with their networks.
The wording of the amendment says an ISP could be in hot water if it favours, degrades or prioritises any content, application or service transmitted over a broadband network based on its source, ownership or destination.
There are some exceptions, which we are certain allow the ISPs to run some form of traffic management system.
NDP's digital spokesman Charlie Angus told CBC that support for net neutrality has been building in Canada for some time.
The Liberal Party said it is in favour of net neutrality, but thinks that there are probably enough rules to stop ISPs being naughty as it is. µ

Net Neutrality Laws
The problem isn't one of needing more laws, the problem is that the lazy, useless, parasitical bureaucrats can't be bothered to get off their fat arses and enforce the laws already on the books.Passing more laws doesn't make any difference, it only allows lying, weaseling politicians to claim that they're "doing something about the problem". Oh, ROFLMAO.
Rule and enforcement are two different beasts
There is brutal throttling going on now and our current ultra corporate-friendly government is doing nothing as fast as it can.In Canada, bittorrent is limited to 27Kb/s 24 hours a day.
We need this legislation and all the publicity it might bring.
Not as good as it sounds
Two reasons why this won't make a lick of difference:1) The NDP is a very minor portion of the government -- they hold about 10% of the seats in the House of Commons. The Conservatives (41%) are corrupt bastards who get the telcos to pay them off. The Liberals (31%) are impotent bastards who *want* to be paid by the telcos, but have to pretend they care about consumers for the time being until they win an election -- they'll pay lip service to the idea of the bill and then abstain on the vote. The other parties don't give a crap.
2) The wording of the bill is vague and can be interpreted to still allow throttling -- just not "based on its source, ownership or destination" -- in other words the telcos are free to use packet inspection and to de-prioritize all bit torrent (or streaming video, or .tar.bz2 files when transmitted over a given protocol, or yo-mamma jokes in plain text, or whatever they feel like) they're just not allowed to base their techniques on IP addresses.

You should see what seals do to each other in some nature show, all without arms too, you'll be all for clubbing them when you see how nasty the damn things get.Well perhaps not completely but it would counteract the big anime-eyes aren't they innocent effect.
